Yes. The Premium tier is required only for the users who run manufacturing planning, production orders, or service management. Sales, finance, purchasing, and reception users in the same company can sit on Essentials or Team Members. The mistake most partners make is licensing the whole organization at Premium because one department needs it.
A Team Member license is tied to a named user. A Device license is tied to a physical machine and any number of users can sign in to it within a single shift. Use Device licenses for shop floor terminals, warehouse stations, and point of sale where the same screen is shared across a roster.
External accountants do not need a paid Business Central license. Microsoft includes free Accountant Hub access in every Business Central tenant for external practice firms. Your accountant signs in with their own Microsoft account and you grant scoped access from your tenant settings.
