You do. From day one. Every PBIX, every dataflow, every line of DAX is in your tenant under your ownership. We never hold source code as leverage.
Either. If your model is healthy, we extend it. If it is not (mixed grain, broken relationships, slow refresh) we say so in writing and quote a model rebuild separately. You always get a choice.

Row-level security is built in by role, audited per workspace, and tested in user acceptance testing with three named users on every engagement. Audit lineage from source to measure is documented in the handover document.
