Custom Shopify app development is building an app for one Shopify store, or one Shopify Plus organization, instead of installing a public app from the Shopify App Store. Custom apps connect through the Shopify API, skip App Store review, and fit one business exactly. Build one when a workflow is unique, costs hours every week, or spans several systems.

Stores rarely outgrow apps because they install too many. They outgrow them because their processes change.
A March 2026 scan of 340,557 live Shopify stores found an average of just 2.5 storefront apps per store,1 and backend apps push the real number higher. The pain starts when your team fills the gaps between those apps with spreadsheets and manual fixes. That is when custom Shopify development deserves a serious look.
Disclosure: Redefine builds custom Shopify apps, and we recommend public apps when they fit better. This guide covers both sides.
What Is Custom Shopify App Development?
Custom Shopify app development is building software that plugs into one store through the Shopify API. Shopify defines a custom app as one built exclusively for your store, unlike a public app built for many stores.2 A custom app can run on one store or on several stores in the same Plus organization, and it skips App Store review.3
It usually does one of three jobs:
- Adds features to the admin, checkout, or storefront
- Connects Shopify to an ERP, CRM, warehouse system, or 3PL
- Automates work your team now does by hand
A theme controls how your store looks. An app controls what it can do. Our Shopify development services cover both.
Custom Shopify Apps vs Off-the-Shelf Apps: Side-by-Side
| Factor | Off-the-shelf (public) app | Custom Shopify app |
|---|---|---|
| Time to launch | Minutes to days | Weeks to months, by scope |
| Upfront cost | Low, often a free trial | One-time build, priced by scope |
| Ongoing cost | Monthly fee that grows with plan or volume | Hosting plus maintenance |
| Fit to your process | Built for thousands of stores | Built for your workflow |
| Code and roadmap | The vendor owns and decides | You own and decide |
| Integrations | Popular systems only | Any system with an API |
| Plus required? | No | Only for Functions or core checkout extensions |
| Updates and fixes | The vendor handles them | You or your partner handle them |
Off-the-shelf apps trade control for speed. Custom apps trade speed for control. Budget for a Shopify support and maintenance plan with any build.
What Types of Shopify Apps Can You Choose From?
Public apps (off-the-shelf)
Public apps live in the Shopify App Store, pass Shopify's review, and install on any store. Since April 1, 2025, every new public app must use only the GraphQL Admin API.4
Custom apps (private Shopify apps)
Private Shopify apps are what Shopify now calls custom apps. They never appear in the App Store.
Custom distribution rules
A custom app installs on one store, or on several stores in one Plus organization, and cannot bill merchants through Shopify's app billing.3 That suits multi-brand groups running Shopify Plus development projects.
Legacy custom apps and the 2026 change
Since January 1, 2026, you cannot create new custom apps in the Shopify admin. You build them in the Dev Dashboard, then install them. Existing legacy custom apps keep working.5
Where Shopify Plus changes the answer
Only Plus stores can use custom apps that contain Shopify Functions,6 which power custom discount, shipping, and payment logic. Checkout UI extensions, which replaced checkout.liquid, are also Plus-only on the information, shipping, and payment steps.7 Public apps with Functions work on any plan, though some Functions capabilities stay Plus-only.
When Is an Off-the-Shelf App the Right Call?
An off-the-shelf app is the right call for most features. Buy when:
- The need is common, such as reviews, email capture, shipping labels, or loyalty
- A well-reviewed app covers most of what you want
- You are still testing whether the feature earns its keep
- Your budget or timeline cannot absorb a build right now
Try Shopify Flow before you build
Shopify Flow is a free automation app on the Basic, Grow, Advanced, and Plus plans.8 It triggers actions from store events, such as tagging high-risk orders or alerting staff about low stock. If Flow handles a workflow, you do not need custom code for it.
Public apps also bring support and fixes paid for by thousands of merchants. Check native Shopify features before adding either.
When Should You Build a Custom Shopify App?
Build a custom Shopify app when process complexity, not store size, outgrows your apps. Common signs:
- Daily workarounds. Staff re-key orders into an ERP or fix tags by hand.
- App conflicts. One app update breaks another, and each vendor blames the other.
- A slower storefront. Storefront apps add scripts, and speed costs money. In a 2020 Deloitte study for Google, a 0.1 second mobile speed gain lifted retail conversions 8.4%.9 A Shopify speed optimization review starts by counting app scripts.
- Vendor lock. The vendor will not build what you need.
- Cross-system data. Two-way ERP sync rarely fits a generic app.
Score it: the build-or-buy scorecard
Score each gap from 0 to 2 on five factors. A total of 6 or more points toward a custom build.
| Factor | 0 points | 2 points |
|---|---|---|
| How unique is the workflow? | Every store does it | Only your business does it |
| Weekly manual hours | Under 2 | More than 10 |
| Systems it touches | Shopify only | Three or more |
| Order or data volume | Low and steady | High or spiky |
| App spend it would replace | One small subscription | Several subscriptions |
Score 1 for anything in between. This is Redefine's rule of thumb, not a Shopify standard.
How Much Does a Custom Shopify App Cost Compared to App Subscriptions?
Redefine's published pricing puts a custom Shopify app at $3,000 to $40,000 or more, depending on scope:
| Scope | Example | Typical build time | Typical cost |
|---|---|---|---|
| Focused private app | Sync Shopify orders to an ERP | 2 to 4 weeks | $3,000 to $8,000 |
| Public App Store app | A feature sold to many merchants | 6 to 10 weeks | Quoted after discovery |
| Multi-system platform | Custom admin, webhooks, and monitoring across several systems | 8 to 16 weeks | $15,000 to $40,000+ |
An example three-year comparison
These figures are illustrative. The $300 line matches the top of the $50 to $300 monthly app spend Eightx models for stores under $1M in revenue; stores at $1M to $5M spend $1,000 to $3,500.10 Swap in your own.
| Cost line (3 years) | Off-the-shelf stack | Custom private app |
|---|---|---|
| Build | $0 | $8,000 |
| Subscriptions ($300 per month) | $10,800 | $0 |
| Hosting and maintenance ($250 per month) | $0 | $9,000 |
| Workarounds (5 hours a week at $30) | $23,400 | $0 |
| Total | $34,200 | $17,000 |
If your workaround hours are near zero, the off-the-shelf stack usually wins. A short discovery sprint can price both paths with real numbers.

How Does the Shopify API Shape What a Custom App Can Do?
The Shopify API's limits shape every custom app's scope.
The technical building blocks
Shopify API choices
GraphQL Admin API
The main API for products, orders, customers, and inventory. Shopify treats GraphQL as its primary API and REST as legacy,4 so new builds should use GraphQL.
Rate limits by plan
The GraphQL Admin API refills a points budget every second: 100 points on standard plans, 200 on Advanced, 1,000 on Plus, and 2,000 on Shopify for enterprise.11 High-volume syncs on standard plans need queues and bulk operations.
Storefront API
Serves product and cart data to headless front ends, including Hydrogen, Shopify's React framework.
Webhooks
Push new orders or stock changes to your app in real time, without spending rate limit on polling.
Tools and hosting
Shopify app developers build with Shopify CLI, App Bridge, and Polaris. The backend runs on your own cloud hosting, with retries and logging at the core of good API development.
What Do Custom Ecommerce Apps Look Like in Practice?
Custom ecommerce apps on Shopify usually fall into six groups:
- ERP and accounting sync. Orders, stock, and customers flow between Shopify and systems like NetSuite. See our Shopify NetSuite integration work.
- B2B pricing and ordering. Account-specific pricing and quote approvals beyond native Shopify Plus B2B tools.
- Multi-channel inventory sync. One live stock number across channels through inventory synchronization.
- Order routing. Split orders by warehouse or supplier automatically.
- Product configurators. Made-to-order builders with live pricing.
- Internal dashboards. Admin tools that show the numbers your team uses.
Can You Combine Off-the-Shelf Apps and Custom Code?
Yes. Most growing brands keep the apps that work and build custom code only where apps fall short. A typical hybrid stack:
- Public apps for reviews, email, and subscriptions
- Shopify Flow for simple, event-based automation
- A private app for ERP sync and order routing
- Shopify Functions for custom discounts or shipping rules (custom apps need Plus)
- Middleware or Shopify integration services to connect everything else

How Do You Choose Shopify App Developers?
Good Shopify app development partners answer these four questions before you ask.
Do we own the code?
You should own the code outright, not license it back.
How will you handle API versions and rate limits?
Expect a plan for version upgrades, bulk operations, and webhook retries.
Does our plan support what you will build?
They should confirm up front whether the design needs Shopify Plus.
Who fixes it after launch?
Get a named support window and response times after each Shopify update.
For apps your daily operations depend on, a dedicated development team that knows Shopify and your ERP beats a one-off freelancer.
A Five-Step Build-or-Buy Roadmap
- List every app and workaround. Note each app's cost and each manual gap.
- Score each gap. Use the five-factor scorecard above.
- Check the App Store and Flow first. Trial a proven app or a Flow automation before you build.
- Scope the custom build. Define data flows, API scopes, plan needs, and success metrics before any code. An integration assessment helps when several systems are involved.
- Launch, measure, and retire. Track hours and fees saved, then uninstall replaced apps.

Common mistakes to avoid
- Building custom for a need an inexpensive app or Flow already solves
- Designing around Functions without checking for Shopify Plus
- Leaving maintenance out of the build budget

Frequently Asked Questions
What is the difference between a custom Shopify app and a public app?
A custom Shopify app serves one store or Plus organization without App Store review. A public app installs on any store after Shopify's review.
Are private Shopify apps still available?
Yes. Private Shopify apps are now called custom apps. Since January 1, 2026, you create new ones in the Dev Dashboard instead of the Shopify admin.
How much does custom Shopify app development cost?
At Redefine, a focused private app costs $3,000 to $8,000, and a multi-system platform costs $15,000 to $40,000 or more. Integrations and data volume drive the price.
How long does it take to build a custom Shopify app?
A focused private Shopify app takes 2 to 4 weeks at Redefine. A public app takes 6 to 10 weeks, and a complex multi-system build takes 8 to 16 weeks.
Do I need Shopify Plus for a custom Shopify app?
Not for most custom apps. A custom app that uses Shopify Functions, or checkout extensions on the information, shipping, or payment steps, needs Shopify Plus.
Can a custom Shopify app replace several off-the-shelf apps?
Often, yes, when those apps each handle part of one workflow. That cuts fees and storefront scripts.
Will a custom Shopify app slow down my store?
A backend-only custom app adds no storefront code. An app with storefront parts adds some code, so test page speed before and after launch.
Who maintains a custom Shopify app?
The store owner or its development partner maintains a custom Shopify app, including API updates and security patches.
Can I sell a custom Shopify app to other merchants?
No. A custom app cannot use Shopify's app billing. To sell it, you must rebuild it for public distribution and pass App Store review.
Which Shopify API should a new custom app use?
A new custom Shopify app should use the GraphQL Admin API. Shopify treats the REST Admin API as legacy.
Have another question? Our custom software development team can scope it with you.
Should You Build or Buy a Shopify App?
Buy when the need is common and an app or Shopify Flow covers it. Build when a gap scores 6 or more, and check Shopify Plus needs first. For most growing brands, the answer is a hybrid.
If you sell B2B, run several channels, or connect Shopify to an ERP, our ecommerce software development team builds for exactly those cases.
